13 JUN 1866: US Congress sends Amendment 14 to States for ratification.

11 SEP 1866: NJ Assembly ratifies 34-24.
22 of 44 northern counties' Representatives voted against ratification.
        (20 voted for ratification, 2 were absent or abstained)
14 of 16 southern counties' Representatives voted for ratification.
        (2 voted against ratification)

11 SEP 1866: NJ Senate ratifies 11-10.
10 of 13 northern counties' Senators voted against ratification.
        (3 voted for ratification)
All 8 southern counties' Senators voted for ratification.

19 FEB 1868: NJ Senate withdraws ratification 11-8.
9 of 13 northern counties' Senators voted for withdrawal.
        (3 voted against withdrawal, 1 was absent or abstained)

        (two more than three-fourths of the states had ratified,
               so NJ's and Ohio's withdrawals, even though not officially recognized,
               by the US Congress, were not needed to declare full ratification)
